After all, Mars is a pretty big planet, and signs of water have been spotted in only a handful of places.So why not just have the rover drive over and take some close-up pictures?Well, two reasons. One is that the farthest Curiosity has driven in a day is about 150 meters. So even with no obstacles in the way and no traffic it would take about year for the rover to get there. Scientists have many other things they want to do with the rover besides send it on a year-long drive.The other reason may be a bit surprising. The site where the water was found is off limits to Curiosity. Why? There are several different categories of "cleanliness," depending on the mission. When the Viking missions went to Mars in the 1970s, they were designated Category IVc, meaning mission managers had to go to extraordinary lengths to make sure there were no microbial passengers from Earth on board when the landers reached Mars. The landers were basically baked in an oven to kill anything alive. That means making special electronics that can withstand the heat, adding considerably to the cost of the mission.But Viking was a life-detection mission, and if it indeed found signs or life, the space agency wanted to be darn sure those signs came from a Martian microbe, not a terrestrial one. (It didn't find signs of life, by the way.)Curiosity, and the other Mars rovers, are not life-detection missions. So NASA has decided they only need to be Category IVb, meaning some bacterial spores are OK, so long as the rovers stay away from places where there might be water present.In case you're interested, there's also a Category V, which "pertains to all missions for which the spacecraft, or a spacecraft component, returns to Earth." Hillary Rodham Clinton wants voters to know she is no friend of Wall Street. But Wall Street has frequently been a friend to her. In the 18 months prior to announcing her second campaign for president, the front-runner for the Democratic nomination addressed private equity investors in California, delivered remarks to bankers in Hilton Head, South Carolina and spoke to brokers at the Ritz-Carlton in Naples, Florida. Her efforts capped a nearly 15-year period in which Clinton and her husband, former President Bill Clinton, made at least $35 million by giving 164 speeches to financial services, real estate and insurance companies after leaving the White House in 2001, according to an Associated Press analysis of public disclosure forms and records released by her campaign. The long and lucrative relationship between the Clinton family and the nation's finance industry has emerged as a key issue in her Democratic primary race. Her rivals, including Vermont Sen. Bernie Sanders, accuse her of being too cozy with Wall Street and the industry she once represented as a senator from New York. Her backers at financial firms say they have little expectation her family's personal profits will influence her policymaking, noting their own opposition to her plan to raise taxes on the hedge fund and private equity profits known as carried interest. "She and Bill were both government servants all of their life and there was a set period of time when they could make money," venture capitalist Alan Patricof, a longtime Clinton fundraiser, said of the Clintons' paid speechmaking. "She had to maximize her earning potential." The Clinton campaign also points to her record, saying it shows a history of working to regulate the industry. Negative ads run by a group called Future 45, a super PAC backed by six-figure checks from hedge fund managers, demonstrate that Wall Street expects her to follow through on her proposals, aides said. "Any honest look at Hillary Clinton's record shows she spoke out early and often against Wall Street's excesses in the run-up to the financial crisis," said campaign spokesman Brian Fallon. "It's clear they believe she will take action as president to crack down on the industry's abuses." The bulk of the Clintons' paid speeches to the financial industry came after the 2008 economic crash. From 2009 to 2014, the couple made $26 million from 109 appearances sponsored by banks, insurance companies, hedge funds, private equity firms and real estate businesses, and at those industries' conferences and before their trade organizations. With Hillary Clinton serving as secretary of state for most of that period, her husband brought in the bulk of the funds, earning nearly $17 million. That included $250,000 Bill Clinton made for mingling with investment managers in New York on May 12 -- thirty days after Hillary Clinton released a video announcing her second bid for the White House. What the Clintons said in their speeches is hard to find. Although many of the remarks were given to large groups, any broadcast or transcription was typically barred -- along with the press. Still, some details have trickled out. Sometimes the subject was foreign affairs. Sometimes it was more personal. "It's so important for women like us to get out of our comfort zones and be willing to fail. I've done that, too, on a very large stage," she said, according to a report in the real estate blog The Real Deal, which attended her October 2014 speech to the annual convention of the Commercial Real Estate Women Network in Miami Beach. Beyond the personal income, Clinton also has close political ties to the finance industry. Over the course of her career, from her 2000 run for Senate to the two presidential campaigns, people working in the finance, insurance and real estate industries have given her campaigns about $35 million -- more than donors from any other lines of work, according to the Center for Responsive Politics. Since her husband left the White House, the family's charity, the Clinton Foundation, has collected millions more from the industry, with several Wall Street banks down for as much as $5 million each. While Clinton doesn't rule out breaking up the big banks, she argues that restoring Glass-Steagall, the law that once separated commercial and investment banking, wouldn't go far enough to curb risk. Instead, she would impose a graduated fee on large financial firms that would increase as companies held greater amounts of debt. A separate tax would be levied on high-frequency trading, and she has vowed tougher criminal penalties for individuals who break the rules. "I go after not just the banks," Clinton told Democrats in North Charleston, South Carolina, on Saturday. "I go after the hedge funds, big insurance companies, shadow banking." Those proposals aren't worrying her backers on Wall Street, who argue that her time representing New York gives Clinton a deep understanding of how their industry works. But the proposals also don't do much to win support from some who feel a better choice for their industry will be found among the GOP's candidates. Donors working in the finance and insurance industry have given $22 million to Texas Sen. Ted Cruz and $21 million to former Florida Gov. Jeb Bush and their affiliated super PACs -- roughly three times as much as to Clinton and the outside group supporting her, according to Crowdpac.com, a nonpartisan political research company.
One of Florida's biggest conservative Republican moneymen - and a billionaire backer of Jeb Bush - is so disgusted by Donald Trump's candidacy that if he has to, he'll do the unthinkable:"If I have a choice - and you can put it in bold - if I have a choice between Trump and Hillary Clinton, I'm choosing Hillary," Miami health care magnate Mike Fernandez told the Miami Herald on Friday. "She's the lesser of two evils."Outraged by Trump's unimpeded ascent, Fernandez is taking on the GOP front-runner himself. He purchased a full-page ad in the upcoming Sunday edition of the Herald calling Trump a "narcissistic BULLYionaire with a hunger to be adored." He also likened him to some of history's bloodiest demagogues."You have no idea how furious I am with my friends in the Republican Party who have embraced this guy," Fernandez said.Fernandez, who also plans to run the ads in Des Moines and Las Vegas newspapers Dec. 14, said he didn't notify the Bush campaign of his plans. Fernandez was the single highest donor to the political committee backing Bush, Right to Rise USA, as of the last financial disclosure report at the end of June. His contribution: more than $3 million."My frustration is really with that sector of Republican voters that are so blinded by the demagoguery" of Trump, Fernandez said. "I know the campaign - or any other campaign - is not going to say it. ... This is not about Jeb. This is about us. This is about the voter."By saying he would pick Clinton over Trump, Fernandez took a bolder stance than Bush himself, who said on CBS News' Face the Nation last Sunday: "Anybody is better than Hillary Clinton," though he added that he has "great doubts about Donald Trump's ability to be commander in chief."Fernandez's move comes as some Republican donors have started to organize against Trump, though their efforts so far have been scattered. But this is like a kick in the teeth," Fernandez said of Trump's candidacy. A fugitive wanted for allegedly orchestrating the murder of a Dallas woman over her new relationship with an ex-boyfriend has been apprehended in Mexico, Mexico's attorney general's office said Friday. Brenda Delgado, 33, was arrested in Torreon, Coahuila, the attorney general's office said in a statement. She had been on the run for more than six months and was added to the FBI's "Ten Most Wanted" list this week. Delgado is wanted for capital murder in the killing of Kendra Hatcher, 35, on Sept. 2. Hatcher was found fatally shot in the parking garage of her upscale apartment building, with evidence pointing to a murder-for-hire plot, police said. "The FBI is extremely appreciative of our law enforcement partners in Mexico, as well as our local, state, and federal partners, for their tremendous cooperation and collaboration in the capture of Top Ten Fugitive Brenda Delgado," Thomas Class, special agent in charge of the FBI's Dallas office, said in a statement Friday. Authorities said they believe Delgado planned the killing because she was jealous that Hatcher was dating her ex-boyfriend and had recently been introduced to his parents in San Francisco, the FBI in Dallas said. Delgado allegedly offered another woman, Crystal Cortes, $500 to serve as a getaway driver in what was supposed to be a robbery. Cortes is charged with capital murder. Delgado is being held pending legal proceedings to extradite her to the U.S., Mexico's attorney general's office said. The FBI offered a reward of $100,000 for information leading to Delgado's arrest.

Grimaldi Sept. 20, 2016 5:56 p.m. ET The Fragrance Foundation, a trade group for the perfume industry, paid former President Bill Clinton $260,000 to give a speech in January 2014 that lasted less than an hour.In the months after the talk, the Bill, Hillary and Chelsea Clinton Foundation organized and partially funded an effort to get hundreds of farmers in Haiti to plant thousands of lime trees, a project designed to help both the impoverished farmers and the perfume and beverage industries, which had been hurt by a spike in lime prices caused by drought and crop blight.The Clinton Foundations partner on the project was one of the worlds largest fragrance and flavoring suppliers, Firmenich International SA, along with the Swiss companys U.S. charity. The Firmenich Charitable Foundation put up about $250,000 for the Haiti lime-tree project. Some of it went to a unit of the Clinton Foundation in Haiti and some to a charity recruited for the project that works with the Clinton Foundation in Haiti, records and interviews show.Mr. Clintons $260,000 speaking fee wasnt a donation to the foundation but was reported as personal incomean honorariumon the candidate financial-disclosure form of his wife, Hillary Clinton, the Democratic nominee. The speech was one of 104 paid speeches that earned Bill and Hillary Clinton about $25 million in the 16 months before she launched her presidential campaign.The timing of Bill Clintons speech income, from a perfume trade group in which a large member would later benefit from a Clinton Foundation project in Haiti, represents the kind of overlapping of private and charitable interests that has become a political liability for his wife as she runs for office. The Clinton Foundation has previously drawn attention for accepting donations from companies and foreign governments with business before the State Department when it was led by Mrs. Clinton.Mr. Clinton, for his part, has given so many speeches to companies and groups in recent years, and the Clinton Foundation has collected donations from so many corporations and organizations, that this kind of overlap seems almost inevitable.A spokesman for Mr. Clinton said his speech to the perfume industry is in no way connected to the Clinton Foundations work in Haiti. The Integrated Tribal Development Agency (ITDA), Baliguda, has taken up banana plantation on 20-acres of land with the involvement of 67-odd families of the village. The agency will also dig up wells to provide water for irrigation."We have decided to take up banana plantation in the village. We will dig eight wells for irrigation purpose and also to mitigate water shortage in the village," said Ramesh Chandra Behera, project director ITDA Baliguda.Behera said around Rs 14 lakh would be spent on the project. "The economic condition of the tribal people of the village is likely to somehow change with the cultivation of banana," he added.Five innocent people had died in the alleged exchange of fires in the village on July 8 near the village.
