LETTER OF INTRODUCTION
HEAVENLY SANCTUARY INTERNATIONAL
…HEAVENLY SANCTUARY…INTERNATIONAL…….Is a local Non –governmental organization in Kenya registered by the Government that provide support services to local communities with activities currently in Tala in Eastern province in Kenya
The organization in collaboration with the local community runs community based development activities to realize social ,spiritual ,moral and economic development for sustainability .We work with communities through organized structures such as women groups ,youth groups and other institutions such as religious organizations and learning institutions.
Currently the organization serves a small section of the Kenyan population in Tala but has plans of spreading out to other parts of the country and provide services of communities .
We have attached a comprehensive copy of our proposal that describe what we do and future aspirations. A profile of the organization is also attached
COMMUNITY BASED DEVELOPMENT PROPOSAL
INTRODUCTION
HSI…..Is an initiative of the people of TALA…..spearheaded by …ROBERT AND ROSE….. whose initiation was the result of a comprehensive needs assessment that was triggered by an outcry of the people of Tala community who had been adversely affected by the spread of HIV/AIDS .Given the poor economic status of this region , which falls in one of the dry areas in Kenya with minimal rainfall scattered across the year ,there are minimal economic activities in this areas with the understanding that Kenya economic is agriculturally driven. The dry spells across the year exposes residents to dangers of hunger to the extend of loss of lives of both children and adults .This is one major cause of increased number of orphans who are left to feed on themselves after their parents surcam to pressures of life resulting to death .HIV and AIDS is equally wide spread with increased unintentional transmition and infection mainly for young ladies who engage in sexual activities for exchange of cash to sustain lively hood .such ladies become targets for wealthy people who seeks for cheap sexual partners who find themselves lured into sexual relationships in exchange for cash which is eventually turned into a meal on the table that is a result of a frustrated source. More so ,most young ladies find themselves leaving school to seek employment most commonly the job of house helps . However , such jobs are an avenue for employers who find this house girls easy targets for sex. The assessment carried out noted that the increase in single motherhood is to a larger extend attributed to premature pregnancies resulting from unintentional prostitution and workplace sexual relationships.
The work of family care is entirely the responsibility of the mother as is the culture of this community.
This overburdens the mother who becomes weak by the day making her vulnerable to infections and eventually death leaving behind orphaned children by the mother(grand mother ) where the living father may not provide the expected support a situation that leads to an increased number of street children in Tala Town and cities
On other identified need is the communities spiritual status .It was discovered that the communities spiritual and religious lives one not build on a strong brethren foundation that can be reliable given the hursle between the domestic struggle for life and spiritual development. As was stated the Maslow”s hierarchy of needs ,that until basics needs are meet or satisfied, it is difficult to satisfy spiritual needs could be directly applied to the people of Nguluni who have taken a bigger portion of their time in pursuite to satisfy basic needs that hardly comes by. This is contrary to the Biblical teachings that say…Seek yee first the kingdom of God and other things shall be added unto you.

IDENTIFYING THE PROBLEM
HSI…Is the brainchild of…TALA…. Community Initiated by ROBERT&ROSE, Who together realized that their exists the real problem among the people of …TALA……community who exposed their discomfort with the prevailing conditions of residents. Children seen on the streets and roads of urban centres who logically should be in schools faced by oral interview talked of lost parents. Others innocently say they have no further meaning they are single parent children while other say they are out to look for food. Surprisingly some of orphaned children are aware that their parent died of HIV/AIDS. One would wonder how but there is a lot of stigmatization for families left behind are a result of HIV/AIDS.
Lack of properly structured religious institutions that base religious teachings on strong foundations of Bible and quaran have adversely affected the moral and spiritual being of the community.
Attending church or mosque is taken as a routine not understanding the fundamental objectives of religious lives.
Poverty levels are major contributions to the kind of lives experienced in this region. Poor rain patterns,poor infrastructural development ,inadequate natural resources such as water, forest ,rivers minerals are some of reasons why this area faces poverty. The common mine is sand for construction whose returns are way below any reasonable income to sustainable development land is also valued at very low costs and not suitable for investment .irrigation could be a remedy for the dry spells but scare away investors because of the cost implications.
Another problem is literary levels .A reasonable percentage of the population have no access to schools fees ,ignorance and misplaced priority from prevailing circumstances
GOALS AND OBJECTIVES
HSI…………has the Broad objective of lifting the community from its current status to standard acceptable status where members of it can face to be part of the wider Kenyan population. Under this objective are specific objective that include:
-Creating awareness among community members through community outreach services and programmes
-Training of trainers programmes for quick community penetration
- Formation of self-help groups at village levels community known as community based Development projects /groups –youth and women groups.
-Collaborating with Government and other non-governmental organizations and seeking support internally and externally
-E establishing income generating activities by use of locally available resources .
- Encourage saving at local levels
-Promote learning through establishment of learning institutions and education centre s
-Promotion of Girl child education and promote equality
This objectives have expected outputs to be realized after some period of time if the community embraces the strategies put into place by its members
Poverty levels should be seen to come down .there should start to exist infrastructural development including Health facilities ,schools road among others .
The project should also see woman start to engage in income generating activities and forming support groups to self sustainability both at family and community level. Orphans should feel part of society and feel accommodated through establishment of homes .There should also be support programmes for single mothers

BENEFICIARIES
The oganisation being community based organization consider the entire community to be direct beneficiary of the project .Given that the community is the brain child of this initiative member participation in each process of project implementation is critical in the day to day running of activities which in the short and long run benefits every one both at individual and at the community level .The project however recognizes that for a community member to benefit adequately from this initiative a consideration should be given to the existing cultures and traditions of its member s and further the distribution of gender roles and distribution of labour.This describes the reason why development activities are clustered into women activities ,youth activities .self-help programmes and care for the elderly.
WOMEN
Women as structured in most Africa cultures bear the greatest responsibility that requires empowering them morally ,,socially and economically .This is by way of asking them to identify income generating activities of their own choice which they can easily manage based on available local resources .
Most women prefer training in knitting ,fish farming ,Bee keeping , poultry keeping and Zero grazing. Emphasis is done by women leaders to encourage kitchen gardening to enable women to have food for their children and have surplus to sell raise money for domestic use .
The project of Bee keeping as identified by the members of community is one of most lucrative projects given that Nguluni region in Tala is a dry area 'that is a conducive for bee .In fact women have proposed that a Honey processing plant be build for them due to plenty of honey in the region
Honey has very high demand both locally and internationally .The current supply of honey does not even meet the demand of customers who include supermarket, schools hotels ,hospitals and local honey venders .
Fish farming is under exploration to be one of the income generating activities for women to benefit them by way of available food and raising money
YOUTH ACTIVITIES
Mobilization of youth by themselves and sensitizing them towards this health ,hygiene and development is key to the development of their future lives .Youth have been identified to be strong,energetic,creative and willing to learn to become relevant .
Youth self-help projects and sporting activities .Education of HIV/AIDS and counseling services for the youth to make the grow into responsible adults is one of main activities to benefit the young people
THE ELDERS
The organization currently is the process of identifying elderly people who face difficulties in maintaining their livelihood .So far there are both elderly men and women who need support and preferably establishing a home for the Elders where they can be given care and support .
FUTURE ACTIVITIES
The organization interns to initiate the following activities in the near future
1)Indentify land for construction of an institution for catering to train interested members of community in catering ,baking food production and marketing.
2)Establish a home for elderly to provide accommodation and support
3} Develop livestock farming especially Zero grazing and poultry farming .
4}Have a centre for care for HIV/AIDS affected and infected
5}Construct a swimming pool to generate income
CHALLENGES
The organization faces financial challenges and difficulties in identify partners who can be part of the organization aspirations .We also lack technical support this experts in various activities we undertake .The government has tried to intervene by way of availing its technical staffs who are overburdened by work due to their limited number. We also lack adequate facilities for orphans this classrooms .dormitories ,laboratories ,library and bookshop
A major challenge is identification of guardians ,well wishers to take care of orphans who excel academically and wish to advance in education to higher levels of learning
SUCCESSES
1)The project has legal status thus has been registered by the government of Kenya and enlisted as a local Non-government al organization
2) Bee keeping has been very successful given the location of the region but lack processing facility for honey
3)There are existing schools namely Kamulu,Twin camp school, in Kamulu and Kamathi ,Nguluni country side school in Tala and Twin Camp secondary school.
4) We have a Healthy facility Pona clinic that provide Health services to local residents
5)The organization offers correspondence Bible training for residents
6)We do livestock farming ,cattle keeping on a small scale
We believe as an organizations ,we have the potential to change the face of the people of Tala and put a smile on the face of the vulnerable individuals in this area.
